Job Title

Performs a variety full performance duties to assure compliance with land use regulations, zoning regulations, city code and daycare requirements.

Essential Functions

Provides consistent enforcement of litter, zoning, and related code regulations throughout the city; receives regular questions or complaints from citizens regarding alleged violations or interpretations of zoning, litter, and debris ordinances, codes, and regulations; determines nature of the allegation and apprises callers of possible investigation schedule; advises property owners as needed to apprise appropriate parties of concerns and potential violations; searches tax records; obtains facts necessary to determine proper course of actions; coordinates and monitors solutions. Conducts field investigations and property inspections to determine extent of violations; checks for "clear view" on corner lots, monitors sign compliance; Organizes neighborhood clean-up programs; coordinates such programs with residential groups; may participate in media promotions communicating factual information regarding programs. Works with city divisions and community groups to clean-up individual properties. Prepares various investigative reports; initiates legal proceedings where appropriate and coordinates the same with city legal staff; issues citations when necessary; may administer preliminary sanctions as allowed by ordinance or code. Conducts regular review of codes, ordinances and regulations; receives legal interpretations as needed to direct enforcement of compliance; makes recommendations related to practical application of codes and ordinances; assists in adapting, modifying or rewriting codes as needed. Prepares and provides written and oral reports to city council, boards, committees, and public interest groups as required to explain code enforcement activities and program needs; prepares case files; issues citations; gives testimony in a court of law as an expert witness; performs court-ordered follow up inspections. Be able to perform duties outside, as needed, regardless of the weather conditions that may exist. Make in-person contact with potential violators, be able to articulate the code violation issues that exist and work to seek compliance. Write case reports as necessary to document evidence, explain actions taken and present in court as required. Be tasked with citing parking violations, tagging and towing vehicles in violation of City of Idaho Falls ordinances. Assist the Idaho Falls Police Department with community notification, assistance, and enforcement activities, which in part involves placing electronic signs as required. This specifically involves, towing trailer sign with a vehicle as required. Hitching and unhitching the trailer from the vehicle hitch and securing the trailer in place with hand jacks that is located on the trailer. Assist other various city departments including Parks and Sanitation with the enforcement and abatement of homelessness issues including encampments, clean up procedures, utilizes personal protective equipment to differentiate between personal property items and hazardous materials. Follows policy and procedures for abandoned property items. Community notification, assistance, and enforcement activities may require being called in on scheduled days off to accommodate the snow removal schedule. Work hours are as directed. Safety requires wearing or utilizing a designated uniform and certain protective equipment, including but not limited to the following, a bullet proof vest, video camera that is activated as required by policy, a radio that will be utilized to contact police dispatch and police officers, and OC (Oleoresin Capsicum) spray. In order to carry OC, training is required. OC training requires direct, first-hand exposure to OC. Performs related duties as required.

Minimum Qualifications

1. Education and Experience: A. Graduation from high school; plus, One (1) year of specialized training through trade schools or in-service in codes and ordinances; AND B. One (1) year experience in code enforcement; OR C. An equivalent combination of education and experience. 2. Knowledge, Skills, and Abilities: Working knowledge of city codes and ordinances including zoning ordinances and litter and debris ordinances; working knowledge of International Property Maintenance Code; working knowledge of day care regulations; some knowledge of standard office procedures. Ability to prepare complete and accurate reports; ability to read blue prints; ability to communicate effectively verbally and in writing; ability to develop effective working relationship with the general public, supervisors, and fellow employees. 3. Special Qualifications: Must possess a valid Idaho driver's license.

Work Environment

Tasks require a variety of physical activities not generally involving muscular strain. Incumbent of the position performs in a typical office setting with appropriate climate controls. Tasks require variety of physical activities, not generally involving muscular strain, related to walking, standing, stooping, sitting, reaching, and lifting. Emotional stability and discriminating thinking required for dealing with the public. Common eye, hand, finger, leg and foot dexterity exist. Mental application utilizes memory for details, verbal instructions
